It is a steel-rubber bonded pivot bushing installed at the connection point between the suspension beam and the axle or the frame hanger, allowing the beam to pivot while absorbing road vibration. Over time the rubber can crack or wear out, causing clunking, uneven tire wear, or a loose-feeling ride, at which point replacement restores proper suspension geometry and ride quality.
