This is a wear plate for the hanger of a leaf spring suspension on heavy-duty trailers.

It is welded inside the hanger bracket to provide a sacrificial surface that the leaf spring eye rests against. As the suspension flexes, the leaf spring rubs against this plate, protecting the hanger from wearing through. Replacing a worn wear plate prevents damage to the hanger and extends the life of the suspension. Sometimes referred to as a hanger reinforcement plate.
