This is a Betts Air Commander 4-compartment push/pull air distributor. It is the master control panel used on tank trailers to operate air-powered bottom discharge valves and vapor recovery systems, one toggle per compartment. You pull the master knob to charge the system with air, then flip individual toggles to open or close the valves on each compartment. These are typically replaced when toggles become sticky or leak air, seals wear out, or the pressure indicator slide stops working.
