Its job is to seal the mating surface between the hub cap and the hub, preventing oil leaks from the wheel-end oil bath system. You would replace this O-ring anytime you remove the hub cap for bearing inspection or seal replacement, or if you notice oil weeping from the cap flange, as a hardened or damaged gasket will cause fluid loss and potential bearing failure.
