It isolates the air supply to a secondary circuit—typically emergency/parking brake controls on converter dollies, lift axles, or turnable axles—until system pressure reaches about 75 psi, then shuts off flow again when pressure drops to around 70 psi. Commonly used together with a relay emergency valve to apply the parking brakes. You would replace it if the valve is leaking, fails to open or close at the specified pressures, or causes uneven brake application.
