This is an 18-inch, 5-wire overfill detection probe used on petroleum tank trailers.

It mounts in the tank and uses an optical sensor to detect when the liquid level reaches the probe tip, sending a signal to automatically shut off the loading equipment. You would replace this probe when the existing one is damaged, corroded, or no longer reliably prevents overfills. It fits standard 5-wire API optic sockets commonly found on fuel delivery trucks and large tankers.
