It is part of the integrated stop-arm system that mounts behind the front bumper on IC Bus (International) CE series models. The rod extends and retracts to operate the crossing arm, helping to prevent children from passing too close to the front of the bus. Replace it when the arm is bent, cracked, or the rod no longer extends/retracts smoothly.
