This is a 9/16-inch diameter by 3-inch long trailer spring bolt, often called a shackle bolt.

It passes through the spring eye and the hanger or equalizer on a leaf spring suspension, allowing the suspension to pivot. The fluted (knurled) head helps bite into the hanger to keep the bolt from turning, which reduces wear on the bracket. These bolts are replaced whenever the old bolt is corroded, showing excessive wear, or when the spring bushings are being renewed, as a worn bolt can lead to misalignment and premature bushing failure.
