It provides a sealed, pressure-rated access point for tank interior inspection, cleaning, and maintenance. The assembly includes a zinc-plated steel cover plate, clamping ring, bolt and washer, and a black Buna-N (nitrile) gasket; the matching weld-on collar is sold separately. Typically replaced when the gasket hardens or the cover sustains damage, ensuring a leak-free seal in accordance with DOT 49CFR178.345-5 (test pressure 36 psi).
