It's a replacement seal used inside Girard pressure/vacuum relief vents commonly found on DOT 407 tank trailers. The gasket has a Teflon (PTFE) encapsulated silicone core, making it resistant to chemicals and capable of forming a bubble-tight seal to meet DOT requirements. You would replace this gasket when the vent assembly is leaking, during routine vent servicing, or anytime the vent is disassembled and the old gasket shows signs of wear or damage.
