It is the tank-side half of a Kamvalok dry disconnect coupling system, designed to stop fuel flow automatically when disconnected. You replace this adapter when the poppet no longer seals tightly, the Buna gaskets are dried out or cracked, or the body shows corrosion or galling that prevents a drip-free connection. Keeping a good adapter on your tank or pump prevents fuel spills during loading and unloading.
